Somebody approved it, and they thought it was acceptable. Humor is such a subjective thing. Even the United States Supreme Court cannot define what's considered pornography. I see plenty of memes posted on here including the one you have now that can easily be interpreted as porn or the other things you mentioned. Is the man with the fish trying to mate with them?
