You choose an occupied country to invade. If you do, it either happen that you win (you claim the country), lose (nothing happens) or fatally lose (you will have a lower chance of winning future battles). If your enemy leads multiple countries, you also have the chance to get a big win, which allows you to claim multiple countries.
Your chance of winning depends on how much you trained and how many times you fatally lost.
